Office of the Township Manager

  

The Office of the Township Manager (Manager’s Office) consists of the township manager, the deputy township manager, and two office clerks. The office oversees the administrative functions of the Township to ensure compliance with all local, state, and federal regulations.

The Manager’s Office oversees the Township's day-to-day operations and executes the municipal council's vision relating to the Township’s strategic plan and related goals and objectives. Additionally, the Manager's Office coordinates partnerships with external professionals and organizations to carry out various initiatives and activities relating to the administration of government.

Dwayne M. Harris became the Willingboro Township Manager on December 21, 2021, after unanimous approval by the Township Council. Before becoming the Township Manager in Willingboro, he served as the Township Clerk in the Township of Howell, Business Administrator in the Borough of Berlin, City Clerk in the City of Trenton, and Municipal Clerk for the Borough of Atlantic Highlands.

Mr. Harris earned a degree in Marketing from Seton Hall University, a degree in Business Administration from Purdue Global, a master’s degree in Practical Theology from Regent University, and is currently working on his dissertation pursuing a Ph.D. in Public Administration from Liberty University.  He has received NJDCA certifications as a Registered Municipal Clerk, a Qualified Purchasing Agent, and a Certified Municipal Registrar from the NJ Department of Health and Human Services.

Mr. Harris is a member of the Omega Nu Lambda National Honor Society, a Silver Life member in the NAACP, and served as the treasurer for the Greater Red Bank Area. He served as the former Province Archon of New Jersey for the Sigma Pi Fraternity, International. He currently serves as a member on the Board of Directors for the NJ Human Development Corporation, a non-profit 501(c)3 organization of the A.M.E. Church that provides communities with knowledge, skills, and services to educate individuals for the prevention and control of HIV/AIDS.  Mr. Harris was recently appointed as an Advisory Board Member to the Seton Hall University Stillman School of Business, Customer Experience Certificate.
